Course program
The course aims to analyze the role of the State and the public sector, in its various forms of intervention, through a practical analysis of the State budget, deficit financing of public spending, and welfare state spending policies. Part I (16 hours – 2 ECTS) A definition of the public sector is provided, and the context within which Italian budget policies must be implemented is reconstructed. The procedure for adopting the State budget and the other main public finance documents is then described. Finally, the implications of deficit financing of public spending are analyzed, focusing on the effects of public debt formation on the economy in purely theoretical terms. Part II (32 hours – 4 ECTS) The main instruments and forms of financing of the welfare state are reviewed, along with the main expenditure items of public budgets and their related spending programs: healthcare expenditure, pension expenditure, income support in the event of unemployment, welfare and income redistribution expenditure, social safety nets, and education spending.
Prerequisites
There are no particular prerequisites for other courses. However, the student is assumed to have basic knowledge of Economics and Public Economics.

Frequency
Attendance to the course is not mandatory but recommended. However, among the elements considered for students' evaluation are active participation and the ability to reason and study independently.
Exam mode
Written test (1 test lasting 60 minutes): open questions relating to positive and regulatory analysis tools; open questions relating to the state budget adoption procedure; open questions related to the theory of deficit financing of public expenditure; open questions relating to the spending programs of the main expenditure items of the public budgets; open questions related to the theory of fiscal decentralization and local financing methods; numerical exercises, where possible Oral test (possibly to complete the written test, variable duration): same type of questions as the written test on the same topics Ongoing evaluation (2 written tests lasting 60 minutes, equally distributed throughout the course): same type of questions as the written test on the same topics. This type of assessment is used by the teacher to understand the progress of the group Elements taken into consideration for the evaluation: frequency (even if not mandatory), active participation, reasoning ability and independent study Objective of the written test, the oral test and the ongoing evaluation: to determine the knowledge acquired by the student during the course Objective of the project evaluation: to determine the student's ability to put the acquired knowledge into practice
