HISTORY OF POLITICAL INSTITUTIONS

Course objectives

The course will illustrate the process of formation and development of the institutions of the modern State, the genesis of the most important constitutional models and the Italian constitutional history from the Albertine Statute to the fall of fascism. Students will be given the critical instruments to evaluate both the internal dynamics of the institutions and their relations with the social evolution. They will acquire a comparative framework of the main institutional paths from the Absolutist State to the Constitutional State and a specific ability to analyze the institutional experience in Italy during the Liberal State and the fascist period.

Course program
The course will have four main topics: 1) The process of formation of the Modern State (central instruments of government, local institutions, representantive bodies) in France, Spain, Great Britain and the crisis of the Holy Roman Empire. 2) The different paths to constitutionalism: the British evolution, the American federalism, the French revolutionary model, the Constitutions "octroyées". 3) The Italian constitutional monarchy: developments and limits of the process of parlliamentarization. 4) The institutional development of the fascist régime, and, with a comparative point of view, the collapse of the Third Republic in France.

Exam mode
The assessment method will be a test that will take place in oral form, on the basis of about five questions. Students attending the course will have the possibility to do a facultative intermediate written test with open-ended questions. The oral test and the facultative intermediate written test are both aimed at ascertaining the level of knowledge and understanding achieved by the student of the topics of the course and the ability to analyze them.
Lesson mode
The course will be based on frontal lectures on the different topics of the programme. During these lessons, students will constantly be asked to express their points of view, so that their ability to exercise critical thinking will be increased. The attendance of the course is optional.
